Attendees: Jack Hoar, Adria Leach, Dana Lothrop, Shawn Newton, Councillor Joseph O’Keefe, Richard Riggs, and Jim Rose

CONSTRUCTION UPDATES
  • RESIDENCE HALL & ENABLING PROJECTS Michael Fusco, Turner Construction Company
  • Mr. Fusco presented the logistics plan for the full residence hall construction. This presentation will be posted to the university’s website in the neighborhood relations pages.
  • The presentation included:
  • Schedule Overview – February 2014 Mobilize/Sitework; Mid-March 2014 Foundations; Late May 2014 Steel; June 2014 Concrete Deck Pours; January 2015 Building Enclosed; April 2015 Landscaping; August 2015 Completion
  • Hours of Work – Normal construction activity will occur between 7:00 am to 5:00 pm, Monday through Friday. Certain construction activities may require longer work days or weekend work. Notification of off-hour work will be sent through the university’s email blast. Neighbors may sign up for the university’s email blast by emailing ea@salemstate.edu.
  • Truck Traffic and Staging Area – Trucks will enter through the entrance closest to the Salem Diner and will exit through the south entrance of the parking lot onto Loring Avenue. Police details will be present as necessary to assist with traffic. The primary laydown/staging area will be contained within the construction site fence – secured material and equipment storage, etc. to be located there as well.
Starting February 24, the entrance to Central Campus, between the University Police station and the Classroom Building, will be closed to traffic until the beginning of April. All traffic will have to enter Central Campus from the south entrance. A police detail will be on site to help manage traffic entering and exiting campus during this time as needed.
  • Dust Control – The project requires standard specifications for dust control measures during all construction work. These typically involve the wetting down of surfaces with water or in some cases, use of a street sweeper. Dust levels will be monitored regularly as needed during the course of the project. If dust levels exceed acceptable standards (which are set below regulatory standards), then work will stop until required adjustments are made to methods.
  • Storm Water Mitigation – The project’s Stormwater Pollution Prevention Plan has been approved by all necessary entities and will be followed.
  • Pest Control – Pest control will be implemented as necessary.
  • Parking – The project team recognizes that parking is tight both on and off campus. Turner Construction has secured off-site parking for construction workers. University parking lost as part of this project will be replaced within the confines of the university’s existing lots.
  • Noise – The loudest anticipated work will be the installation of the foundation which will use geopiers. This will begin in March and run for approximately 5 weeks. This process was also used in the installation of the foundation for Marsh Hall.
  • Questions/Comments:
  • Where will Campus Police go? – Campus Police is moving to the first floor of Building One, where the interim library was located. They will move into this space on Monday, and the old campus police building will come down.
  • What will happen to the flag in front of Campus Police? – The flag pole will be moved to a space in front of the new Campus Police location.
  • Will there be a wheel wash? – There will be a track pad for a wheel wash at both egress points. Dust will be monitored, and a street sweeper will be used as necessary.
  • Can you give examples of other Turner Construction projects? – PEM; Fort Devens; Salem Hospital (North Shore Medical Center)
  • CANAL STREET PARKING LOT – Michael Fusco, Turner Construction Company
  • Abatement continues in the blue building on the former Weir property.
  • Turner’s goal is to have part of the parking area available at the beginning of April.
  • The lot is anticipated to be complete in August before the start of the 2014-2015 school year.
  • SOPHIA GORDON CENTER FOR THE CREATIVE AND PERFORMING ARTS Adria Leach, Salem State University
  • No update; The university and the design team understand the sign is of great concern to the neighborhood and the team is working on signage options that will be presented at a future SSUNAC meeting.
  • LIBRARY/LEARNING COMMONS & PHASE II DECONSTRUCTION Adria Leach, Salem State University
  • No update; Site work is on hold until spring. The schedule is weather dependent, and the university will keep the committee posted on the schedule as it becomes know.
  • PARKING GARAGE Adria Leach, Salem State University
  • No update; The university will notify neighbors when the topic of the garage will be back on the agenda.
ISSUES IN PROGRESS
  • TOBACCO FREE CAMPUS Sgt. Dennis King, Salem Police Department
  • Chief Tucker recommended that the city council not adopt a tobacco free policy on the bike path. Chief Tucker will work with Chief Labonte on this issue.
  • NEIGHBORHOOD DISTURBANCES  Sgt. Dennis King, Salem Police Department
  • It has been a quiet semester, and the police have not had a lot of input from neighbors.
  • Police have reached out to properties where there have been multiple concerns.
  • Pickman Park was added to patrols, but there has been no uptick of activity in that area.
  • Per protocol, neighbors with disturbance issues should immediately contact Salem Police so that calls can be tracked and responded to.
  • A request for resident parking from 410 Lafayette Street to Raymond Avenue was sent to Lt. Robert Preczewski. He did not approve the request but is willing to allow signs denoting “Do Not Block Driveway” to be installed.

MEETING SCHEDULE
  • The next meeting of the SSUNAC will be held on Wednesday, March 19, 2014, at 7:00 p.m. in the Enterprise Center Training Room B located on Central Campus at 121 Loring Avenue.
